Couldn't empty water out of a boot if the instructions were written on the heel

Contrary to popular belief, there is no test for the HIV virus. In fact, even those who try to be a little more honest and admit that it's a test for the anti-body the body presumably makes to fight HIV, fail to admit that it actually isn't even that. It's a test for a handful of protein sequences supposedly found on the anti-body, presumed to fight HIV. Even with that tenuous of a method, if the test comes back positive, drug treatment—with very dangerous drugs—usually begins immediately. Oh, and the drugs given to treat HIV, mimic the symptoms of HIV.

With that kind of insanity, the following story comes and no surprise.

From the San Francisco Chronicle...

The Merck vaccine was made from a cold virus that was genetically engineered to carry three genes from HIV, the virus that causes AIDS. Scientists say it is absolutely impossible to contract HIV from the vaccine itself. The cold virus was also weakened so that it would not make the patient ill.

Additional numbers released Wednesday revealed a total of 49 new HIV infections among men who were assigned the experimental vaccine; and 33 among those given a placebo. A further breakdown of those numbers found that the risk of infection was doubled among a group of men who carried high levels of antibodies to a common cold virus - similar to the hobbled cold virus used as a component of the vaccine.

So a virus, similar to HIV is used to make a vaccine, but those given it test positive for the presence of protein sequences associated with the anti-body that is presumed to fight HIV.

Well, Duh.

Of course they're going to test positive—they're now producing the anti-bodies the vaccine was designed to encourage their bodies to produce—the anti-bodies with the protein sequences the so-called HIV test tests for.

And before you say that—surely, these doctors know what they're doing—remember, this is the same medical profession that, for decades, had no problems prescribing cough-suppressants and expectorants (stuff that makes you cough) in the same medicine to the same person.
