What moron thinks that you still need to use the word "alleged" when the crime is on camera, and committed in the presence of a judge and the entire court?

Apparently, and I'm not making this up, when wild bears will be unable to eat people because the people have guns, that will have an impact on the ecological balance in the parks. Do they know how many tourists a year are necessary to maintain the bear population's, expected, nutritional needs?
